The Nigerian Drug Law Enforcement Agency, NDLEA has the responsibility of eradicating illicit drug trafficking and usage in Nigeria. The agency is saddled with the responsibility of enforcing the provisions of the dangerous drugs act, cap D14 LFN 2004, as amended in 2011 and other relevant laws relating to narcotics in Nigeria.

INTRODUCTION

Nigeria’s anti-drug agency has proposed new salary structure for their staff, which is broken down into 7 levels. This information also comes with a rank overview and current salary structure per month as well as other emoluments.

The new system involves more ranking tiers, more pay grades and more perks and it is on its way to becoming one of Nigeria’s highest paid public service agencies.

The aim of implementing a new salary structure is to encourage officers to stay in service for longer periods and improve employee motivation. For each level, there are three grades, A1-A3 which depend on their performance during assessment while they are serving in that particular level.

The ranking system is currently undergoing review by management as well as stakeholders and will be published once it has been agreed upon.

 

WORK LOAD DISTRIBUTION

The National Drug Law Enforcement Agency (NDLEA) has six distinct levels of rank and a unique salary structure per month, differentiating it from other departments in Nigeria. The authority also has some peculiarities within its ranks, such as Director General and Colonel who are paid on separate scales. Below is a review of these unusual working terms. (Note: amounts are in Naira)

Rank: This refers to each individual post or position in an organization. For Example – In a company that employs 10 people, there would be 10 posts for Administrative Assistants and one for HR Manager. Each post is identified by its title e.g Administrative Assistant 1/2/3 etc; which is usually followed by pay scale e.g N30,000-N40,000-N50,000 etc.

In Nigeria, only government employees are paid on a monthly basis. All other sectors operate on either weekly or fortnightly payments depending on their terms of service with employers.

The next table shows how much each rank is currently being paid per month. In addition to these basic salaries, there are also allowances which vary from one agency to another.

These allowances are usually monetary benefits that can be claimed by an employee as long as they meet certain criteria set by their employer.

 

Duties Of Ranking Officers

The duties of ranking officers varies with each ranks. They are mandated to uphold, maintain and enforce law within their jurisdiction in addition to coordinating activities of subordinates in an effective manner. The agencies ensure transparency and timely implementation of government policies.

They are expected to have a high level of integrity in addition to political neutrality while performing their duties without bias or favoritism based on ethnicity, race, religion or any other form of discrimination whatsoever.

They must be knowledgeable about laws within their jurisdiction and ensure that it is enforced in an impartial manner. The following table shows current salary structure per month for different ranks.
A ranking officer’s duties can vary from simply implementing government policies to maintaining law and order, issuing driving licenses, or resolving disputes amongst citizens.

 

SALARY

Below is a comparison of salaries for rank and file of Nigeria’s foremost anti-narcotics agency, National Drug Law Enforcement Agency (NDLEA) in Nigeria.

According to information available, most ranking officers are paid about 100,00N as monthly salary, lower than what regular police officers get. Other categories like drivers and desk officers earn far less at about $2100 per month.

As part of their 2017 budget proposal, President Muhammadu Buhari has set aside N4.8 billion ($24 million) for drug enforcement agencies including NDLEA and Customs Service. The federal government allocated N1.2 trillion to security agencies in its 2017 budget proposal presented to parliament.

NDLEA’s funding was almost doubled from what it received in 2016 which was $12million .
The money will be used to enhance its intelligence gathering capability, surveillance equipment and personnel training as well as to fund roadblocks at strategic locations around Nigeria.

The agency headed by Mr. Abubakar Adamu who was appointed by President Muhammadu Buhari in March 2016 following his election victory .

The National Drug Law Enforcement Agency (NDLEA) is a federal government agency of Nigeria established to enforce all laws relating to trafficking in dangerous drugs, psychotropic substances, illicit chemical precursors, illicit arms and ammunition as well as any other related materials as provided for under Section 5 of the Controlled Drugs and Substances Act (CDS), Laws of Federation 2004.

The agency was created by Executive Order No. 38 of 1999 during General Abdulsalami Abubakar’s administration after President Olusegun Obasanjo sacked its former head, Col.
